If you’ve ever driven at night and nearly hit a dark dumpster or roll-off container sitting at the curb, you know the hazard. California law now requires reflective markings on larger trash receptacles and storage containers specifically to prevent those collisions.

The requirements come from Health and Safety Code Section 26275, originally enacted as the Rick Best Safety Act (named after a Sacramento advocate who died after colliding with an unmarked dumpster). The rules apply to containers longer than 3 feet and taller than 4 feet that are placed on a roadway or curb to be emptied or picked up.

Who Must Comply and When

• Manufacturers (or anyone who sells or provides them for compensation, including rentals) must mark qualifying containers with reflectors on each side. This has been in effect for containers marketed or still under manufacturer ownership since January 1, 2025.
• Owners (other than manufacturers) must do the same starting January 1, 2026. Local government entities are generally exempt from the owner labeling and fine provisions.

The Reflective Requirements

Containers must have at least eight strips of reflective tape:

• Each strip is a minimum of 2 inches wide and 2 feet long.
• One strip is applied horizontally to the top and bottom of each of the four corners (where the vertical walls meet), oriented so about 12 inches shows on each of the two outside walls.
• The tape must be fluorescent yellow and made of high-performance retroreflective sheeting meeting ASTM D4956-13 Type V, VIII, IX, or XI standards.

If the container’s design makes that placement impossible, the tape goes as close to the top and bottom as possible or on the center of the smaller outside walls.

Special rule for storage containers transported by truck and trailer: The tape can be fluorescent yellow, red, white, or alternating red and white (still high-performance ASTM Type IX or XI).

Containers that already had reflectors applied before January 1, 2025, are exempt from the specific eight-strip size/placement and material rules.

Owners must also clearly label the container with their name and current telephone number.

Penalties

Violations are infractions. Fines start at $100 for a first offense (if not corrected within 14 days of notice), rise to $500 for a second, and $1,000 for subsequent ones. Fines go into the Accident Prevention and Road Safety Fund. The Attorney General, district attorney, or city attorney can enforce the law.
